Almost all tour operators opposed the new law

President Vladimir Putin signed a bill amending the law “On the Basis of tourism activities in the Russian Federation”. The document tightens the responsibility of tour operators to consumers of tourism services.

These changes will impose financial security responsibility of tour operators to consumers of tourism services. Also clarifies the forms and methods of regulation in the tourism industry, the realization of the tourism product conditions, as well as significantly updated conceptual framework of law.

The document was passed by the Parliament on 17 January and approved by the Federation Council on 24 January.
In particular
, the law provides liability insurance tour operators or bank guarantee, the amount of which can not be less than 10 million rubles for tour operators working in the field of inbound and outbound tourism, 500,000 rubles for tour operators working in the field of domestic tourism.

Set that financial guarantee for a new term should be received no later than three months before the expiry of the existing safeguards. In doing so, the bank guarantee may not be revoked, and liability insurance can not be dissolved ahead of schedule.

Over the adoption of the law stood Federal Agency for Tourism (Rosturizm) and Gazeta majority. Against virtually all tour operators.
